I think that is intentional. When the autobullets is on, kjots will automatically start a bullet list when you type an asterisk on the start of a line. If autonummeric is on, kjots will automatically start a numbered list when you type "1." on the start of a line. When either is disabled, the corresponding list type will not automatically be initiated. You can change the type of a list using the list type selection, even if it is automatically initiated -- though this detail does not work well, but that is unrelated to this bug.
