When a file changes on disk that is currently opened in KDevelop and I hit F5 or go to File->Reload file I would assume that the file is immediately reloaded. However I'm still presented this dialogue asking me whether I really want to reload. Since I've just specifically issued this command, I think it's unnecessary to be asked again.

(I use svn to add author, rev etc. information to files, so that happens quite a lot and get's a bit annoying).

Additionally a feature to reload all files (just like "close all") would be nice.

That feature exist nowdays. 
The reload behaviour was also changed I think. So I close this 10Years old report now, pls reopen when needed.
