forward message on has subject line, no text of message. If attachment, the subject line and attachment appear again no text of message.

occurs weather kmail is called from command line or thru Kontact.

Have your templates become %BLANK?

I have not changed anything unless the update did it. Under configure kmail the templates all show %Blank. What should the they or do I just remove the %Blank?

I think manually removing everything template-related from your kmail configuration file (.kde[4]/share/config/kmailrc) will bring you back the default ones.
