Version:            (using KDE 4.2.4)
Installed from:    SuSE RPMs

When WAV file is selected as a new message notification, kopete plays only about 1/2 second of it and then stops. When OGG file is used it works properly.

Have you tried to use the same WAV files as the notification for other kde application (or playing them using another KDE media player) ?
This is probably related to bug 178296.
