When the panel height is smaller than the default one and you new kwin effects are applied, the panel increase its hight.

To reproduce:
- Make the panel height smaller.
- Go to desktop settings and change the global effect speed
- Apply settings and wait for kwin to restart.
- The panel size has increased.
- Change the speed settings and apply a few more time, the panel size doesn't change anymore.

This happen when restarting kwin manually.
This happen on an empty panel
This doesn't happen when the panel height is greater than default.
