In the panel configuration bar, the underline on the A in "Add Widget", and the L in "Lock Widgets", flicker when resizing the panel. By contrast, the underline on the other buttons e.g. M in "More Settings" does not flicker.

The flickering occurs both when resizing the panel width, and when resizing the panel height.

Here is a screenshot taken while furiously resizing the panel. Due to the flickering, you see no underline on the A in "Add Widget" etc.

can't reproduce in trunk (4.3)
