Setting Icon Size and Text Position should be universal. The user should not have to do this in each application individually. Please add a place in System Settings for configuring prefered toolbar preferences, such as Icon Size, Text Position, and others. Thanks.

Icon sizes can be configured with systemsettings->Appearance->Icons->Advanced.
Note that due to bug 168480 the icon size is not respected.

You can configure text position with systemsettings->Appearance->Style->Fine Tuning. See also bug 171815 for not respected text positions in secondary tool bars.
