It seems, there is no way to tell krusader (v 2.0.0) to remember the position of the Toolbar or the Actions-Bar.

I filed this as a bug, and not a wish, because you can change the position (left, rigt, top, bottom) of both bars, and there is an option "User-Iterface >> Remember settings on exit".

(I don't know the real names for the options and bars because I am using a german localized version of krusader)
