I wish to run programs like Gimp (from Ubuntu) in KDE.  I can find no way to run an executable file outside of the included programs.

If the system is correctly configured, you should see it on the Kickoff menu. You can also add it using kmenueditor or you can start programs using krunner (ALT+F2). There are many ways to start software which are not part of KDE.
