Yes, that was the Notes plasmoid. Here is a screenshot of the issue occuring in an English-language installation with the Notes plasmoid on a bottom panel instead of a top panel. Note that this is a different computer than the first screenshot was, so the issue is reproducible on different machines. Both machines have ATI video cards, if it matters.
Look at bug 162913 / http://labs.trolltech.com/blogs/2009/01/14/windows-and-global-mapping/ I guess this is related/the-same. What do you think ?
