Refresh (F5) in the file system browser will only refresh the current tree root directory, not subdirectories that are visible in the tree.

This sounds like a kdelibs issue, reassigning.

This seems to be working properly as of Dolphin 16.12.3/KDE Frameworks 5.31.0
