I'm attaching the testcase. Also I'm not sure if the behaviour is a bug or a feature according to CSS 3 specification.

hmm, yes this might be a correct issue, though your testcase would need to define overflow:hidden to be correct..

wait, the css3 draft suggests to apply overflow:hidden as default style to replaced elements, precisely because of this - so could stay as is.

anyway, we'd need to handle border-radius on layers, which isn't going to be super straightforward...

errm, what are we supposed to do with overflow:scroll? round-clip the scrollbar ends, maybe making the scroll arrows unaccessible?!

In my testing even the workaround of adding it as a background does not fix the issue. Also overflow: hidden; does not help. My background image still extends past the rounded border. I'm about 95% sure that overflow: hidden; didn't help with the real image either. I'll just throw this idea out here. For the scroll bars they could just be restricted to the inside edge of the curve and therefore remain visible. This testing was all in Konqueror 4.2.4 under Kubuntu's packaging of KDE 4.2.4

4.3.0 doesn't clip the background-color for text inputs either, see bug 204826.
