Paperport is a quite common, simple Document Management System for Windows. It uses the .max file format to store scanned Documents. Having okular read these files would be a awesome.
There is already a Qt3 application which is able to read .max files (http://maxview.sourceforge.net/). Maybe some code can be taken from there.

Looking online, even newer versions of PaperPort don’t use these .max files (support to save was dropped in 2013) and use PDF now. This feature request is outdated now.
