I created a shortcut to kwrite by copying the kwrite application icon from the kmenu to my panel. I want this shortcut to allow me to edit and save root owned files so I changed the icon to execute kdesu kwrite %U, then clicked apply. When I click this icon I can access any root owned file and save changes. 

I opened the original kwrite icon and it too allows me to edit and save all root owned files because the global desktop file was updated instead of creating a new file just for the panel.

Copying the application icon should have created a duplicate icon allowing for my modifications rather than globally changing them.

this is related to bug 166284 - I'm tempted to mark it as a duplicate, even. different symptoms caused by the same problem.

I would agree, the only real difference I see is this bug is not in folderview, but it works the same way regardless. I will track the other bug anyway, thank you for pointing that out.

I should add that it should not be possible to right click: "Icon Settings" and modify the 'desktop' file that the link points to.  This should not happen.  Either it should not be possible or a copy should be created and _only_ the copy be modified.
