Since KDE 4.2, compose key (for entering international accented characters) is ignored in all KDE and QT applications. 

I have set compose to rwin (tested also menu, rctrl and others) like I did in KDE 3.x using the keyboard layout settings page in systemsettings. 

All other programs respect the compose key (like OpenOffice.org, xterm, etc), only KDE and QT-programms ignore it.

I have then tried to use setxkbmap to set the compose-key:

$setxkbmap -option compose:menu

resulting in the following settings:

$ setxkbmap -print
xkb_keymap {
        xkb_keycodes  { include "evdev+aliases(qwerty)" };
        xkb_types     { include "complete"      };
        xkb_compat    { include "complete"      };
        xkb_symbols   { include "pc+us+de:2+inet(evdev)+compose(menu)"  };
        xkb_geometry  { include "pc(pc104)"     };
};

Still the same reaction: other programs work as expected, KDE/QT doesn't.

Deinstalling scim, skim and related packages suppresses this problem.

No idea why skim pokes its head in. I haven't done anything to enable it, and saw no option to disable it. But xim will do for me, so I just deinstalled it.
