After a long search for launch feedback settings (bouncing cursor, etc) in all the probable places, I believe that "Desktop settings - launch feedback" is misplaced on the verge of being completely hidden: desktop settings would be the last place to look for changing the app-start cursor notification timeout.

I believe a proper place would be in notification settings page instead (the setting is even called Taskbar *Notification*).
