The updater notified me that updates were available, so I checked and tried to install the programs. I got the error User is not permitted: org.freedestop.packagekit.system-update

What GNU/Linux distribution are you using ? This sound like a distribution bug.

It's not a KDE bug anyway. It's either a configuration error with PolicyKit/PackageKit or a bug with those two.
