Note that this bug is from the version of kate packaged with kde 4.1.4 on kde4.debian.net. OS is Debian Squeeze.

Open a text file large enough to require vertical scrolling.  Point the mouse at the scroll bar and roll the scroll wheel.  The scroll bar will move but the text will not.
