finally got the cam recognized under preferences, but there seems to be no option in the chat windows anymore for choosing to offer or to accept webcam.

This seems a duplication of bug https://bugs.kde.org/show_bug.cgi?id=181176 . Vote for the bug in that page so that the developers pay more attention to the problem.

Dear user, unfortunately Kopete is no longer maintained.

Please migrate to another solution, e.g. for Jabber a possibility is Kaidan, for Matrix a candidate is NeoChat.
