In the italian translation of "konsole" it is umpossible to access the menu with a keyboard, because most of the items have no underlined letters.
I suppose that the "&" characters are missing in the .mo or .po files.

There's nothing missing in the translations.
Konsole has no accelerator keys for the menus on purpouse, as they would conflict with keyboard shortcuts of common shells (like bash).

Like Pino said, this is a wanted behaviour. I'll close this bug as wontfix. If you really want shortcuts on konsole, feel free to open a new wish (if it has not already been created by someone else).
