Using KDE rev 922821
Running "svn up" in Konsole freezes Konsole itself and the desktop. The desktop freezes in an interesting way in that e.g. it's possible to toggle some desktop effect (grid or expose)  but no way to leave it. After a few seconds desktop unfreezes. The freeze occurs usually immedeately after giving the command and when the command finishes its execution (not quite sure about this but it seems to be the case). The bug exists approximately since 4.2.

In most cases it's Konsole itself that freezes, not the desktop.

Is it still reproducible? If so, could you provide more details?
