In KDE 4.2, Partition information is not displayed in KInfoCenter [System > KInfoCenter > Partitions]. (I don't have HAL enabled, so that could be the problem.)

Is the partition table empty 100% ? Is there any entry?
The partitions module needs "Solid" (the KDE hardware library) which relies on HAL to work.
So I suppose that is the issue.

Moving to fixed, as lack of backend for solid was the problem.
