Apologies if this should be filed elsewhere; it's the most relevant option I could think of.

When the fuzzy clock is set to use the whole panel height, it ends up far too big, even with a small panel, so I have it set to remain at the standard text size. With this setting however, the text is aligned at the top of the panel, which looks ugly to me. I think it would make more sense to have it vertically centred, if possible.

Confirmed. Looks like the space for the date keeps being reserved when the date is not displayed.

This feature request was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this feature request is already implemented in Plasma 5, or is no longer applicable.
