Panel after logging in again (System Monitor right of Task Manager).
Maybe related to bug 177718. I am getting it too, with icon plasmoids. Some of them move on login. (kdebase revision 982642) Maybe the bugs are related, but the fix for that bug did not fix this bug. I'm using KDE 4.2.4 on Kubuntu, and the bug is still there. If you get the bug, too, then it would be nice if you could set its status to "New", so that the developers start noticing it. Do you have or had in that moment spacers in your panel? I don't think so, no. SVN commit 1021497 by pdamsten: Don't use resize and setMinimumSize in panel.
