The Plasma Dashboard is considered a normal window by KWin, which leads to such undesired effects as background blur on open and close dashboard (when blur effect is on), animation of dashboard appearing from screen center which is obviously excessive when Dashboard is shown on Desktop (that is, no windows shown under it), and dashboard appearing in Expose and Alt-tab. The expected behavior is for the dashboard to appear instantly, cause no blur on open/close and skip any window switching.
