I think that expected behaviour for showing documents in Okular should be 

* "fit page" for wide pages (landscape orientation)
* "fit width" for portrait-oriented pages

is there any possibility to ensure this behaviour? Or can you implement it?

Not sure it makes sense, especially as the window size could make it have totally the different effect (in case you have a window more tall than wide).
For the rest, there's bug #169516.

You're right. I assumed maximized window (I have laptop with relatively small resolution so I use most windows maximized), so my suggestion doesn't make sense. 

Suggestion of configurable option in bug #169516 would be also solution for my problem => marking this as duplicate.
