Version:           2.1.3 (using KDE 4.1.3)

If the target directory of a download (e.g. a nfs/cifs mounted directory) is not further available kget shows the message "directory is readonly" and is hanging. 

In my case the download was already finished but was still available in the history. After deleting the .kde4/share/apps/kget directory kget starts normally.

I think if the download is finished kget should start without any warning. If the download is not already finished the situation is more complex. Either kget aborts an invalid download or it retains an invalid download until target is available again or it is deleted manually by the user.

With 4.2.1 the problem is gone.
