It would be very helpful to consolidate the handling of the menu selections and keyboard shortcuts related to closing and navigating windows, tabs, and applications. For example, there's no reason why Next/Previous Tab shortcuts should differ between applications that I can think of. I would like to be able to assign a shortcut for closing tabs and that should be able to close all containing windows if pressed enough times, without quitting the application.

Likewise, quitting the application wholesale should have a single shortcut across all applications - and it should only quit if told to. What if I just want to close the current window and open a new one? It would be nice to have that behavior implemented consistently and with only the few shortcuts used across the board.
