system settings/display has no hardware settings or administrative tab to set the screen resolution.  I am stuck at 800X600 with no way to go to 1024X768.

With Systemsettings -> Display -> Size & Orientation you can change size / screen resolution.
This is in KDE since 4.1.0.
Checked with a Kubuntu Live CD 8.10, works.
