The behaviour relates to plasmoids positioned on a panel that require expanding/contracting based on their contents (the Task bar and Tray plasmoids).

Please see screenshot [1] for the Tray plasmoid which contracted from a larger size, and left a space between it and the plasmoid to it's right.

Screenshot [2] shows the tray after it expanded, overlapping the battery plasmoid.

Screenshot [3] shows the task bar plasmoid overlapping the tray plasmoid.
