If e.g. in dolphin the whole window but the toolbars is covered by amarok and one wants to drop a file on some folder that is opened in dolphin, this is not possible, because no matter how long one holds the dragged item above the dolphin-window, it does not get focus.

Expected behaviour: rais window if the user holds a d&d item over a window for longer than 1-2 seconds.

I have the same problem.

Workaround is to drag, hover over dolphins taskbar icon and drop to dolphin when dolphin rises to top.

I can confirm the bug and the workaround for KDE SC 4.3.90.

Works for me on openSUSE TW with Plasma 5.24.0 (wayland). Please reopen if you can still reproduce it.
