I hope that this isn't a too weird one.

Currently using a generic 101 keyboard layout, but I've tried this with all the generic keyboard layouts.

Currently using Fedora 10 but I've had this problem since Fedora 9. It would seem that I can't get konsole to see the numeric key pad at all. With or without the numlock on.

OK... I found the culprit. When I have the mouse configured to allow "Move pointer with keyboard (using the num pad) then the keypad cannot be used to input numbers.
