Version:           4.2 beta 1 (using Devel)

Installed from:    Compiled sources

The "Applications" menu is blank after installing kde 4.2 beta 1.

Restarting after removing $HOME/.kde and $HOME/.kde-neon didn't help.

Installed with the packages from: 

http://ppa.launchpad.net/project-neon/ubuntu

It is a known issue. The problem is created by the project-neon packaging. 
Take a look to:

I think it is related
