Splitting bug 148554:

Btw. I think the shortcuts-scheme in KDE need some revival, for example the thing with the "win-key", 99% of the keyboards now have this key, yet KDE doesn't use it by default. I have it mapped with the arrow-keys for desktop navigation (one desktop right/up/etc.), and together with the control-key and the arrows, to move the active window to another desktop and I find that really productive. I don't now if freedesktop has a guideline for shortkeys, but I would be great if they make one.

Hello! Sorry to be the bearer of bad news, but this project has been unmaintained for many years so I am closing this bug. Kcontrol has been replaced by System Settings in Plasma. Please give the latest version of that a try, and open a new bug in "systemsettings" if you continue to have an issue. Thank you!
