Reproducible in Okular 0.13.3, KDE 4.7.1. I used "Print to Postscript" on a PDF, opened that Postscript file and then changed the paper color. The paper color did not change. I then opened up a different PDF and the paper color was different. Thank you for triaging Thank you for the bug report.
