provide access key L for all "log in" occurences

It is a matter of u7y and a11y. Such page as:
https://bugs.kde.org/wizard.cgi
has "Log in" item yet the access key is V. And the L is assigned to "New account".

Going through the sources i can't find any occurence of an access key L or V being set. Most likely it was already solved along with some updates.
However, such parts are usually a problem with the upstream project.
