I use Kmail on my normal computer without problem. The problem is when Kmail is installed on my small note book ASUS Eee900 which has  small screen 1024x600 (instead of the installed gnome application I installed Debian+KDE = ok), then I find that the window "accounts>Add IMAP or POP3" is too high to fit on the screen and there is no scrolling or way to move the pane upward to reach the bottom button OK. Hence I cannot set and use Kmail. 
As a large number of these small notebook are in service, many users installing KDE+Kmail will hit that problem.
Some form of scrolling of all window panes should be added.

Small note: with the default KDE settings, you can move the windows by holding the Alt key and dragging windows from any point of them.

The new account dialog in Kmail 1.10 should fit your screen (height = 610 and it may be reduced to 550).

Please consider updating your KDE version.
