put the desktop settings dialog into system settings

Now you have system settings with desktop section and separately desktop settings dialog. Having the latter separate is ok, because you have quick access to most common things, but excluding it from SS is wrong -- this should be place when user can configure entire system, without looking somewhere else.

Desktop Settings - Plasma Workspace is not accessible from system settings application.  see attached screenshot.
