Arch linux 2008.06:

Default system keymap (/etc/rc.conf KEYMAP) is "et" = Estonian
Keyboard layout "et" is also specified in xorg.conf

The keyboard layouts provided in KDE (System settings -> Regional & Language) are not used ie disabled. Launching KDE via startx or making the the default login X (kdm) ends up not using the correct keyboard layout, it the latter case its not possible to log in.

Starting KDE via startx and for the first time entering into the System settings -> Regional & Language -> Keyboard layout, the default layout suggested is Ethiopia, which is not correct.

It seems country codes and language codes get somehow mixed up.
Country code for Estonia is "EE", language code is "et".
Country code for Ethiopia is "ET", as for language, not sure :P

If the keyboard layouts in systemsettings are disabled, then I doubt this is a kde bug. Does this happen if you start another desktop environment? Or is it only in kde? Could you also paste the relevant keyboard section from xorg.conf? Thanks.

PS: You could try this testcase. From a linux vt (hit ctrl+alt+f1 for example) shutdown any X session that you have (killall Xorg) and then, as root:
# X :0 vt7 &
<X will be displayed, switch back to the vt>
# DISPLAY=:0 xterm &
<switch back to vt7 with ctrl+alt+f7>
try to type in xterm and see if the layout is correct. If it is not, then it's definitely Xorg's fault.
(to get out of this, kill xterm and Xorg)
