There should be a way to say that an icon stays on the Desktop on a well defined position
e.g in the upper left corner (maybe via XY pixel positions)
This should not be affected by "arrange icons" "cleanup icons" or "lineup icons".
Many users have a well arranged desktop with specifid icons at specific place see it as
specific tasks at specific places.

Here on my desktop there is a child kicker on the left and on the right side. After each login the icons are pushed to the next row to middle.
The icons are "Align to Grid" and "Lock in Place"

was a kdesktop bug, not applicable to plasma
