Description:
 Right click on desktop and click Add Widgets. Now in the Add Widget window, click on the What's This (?) button on top right side and click anywhere to get the description box.

Making the shadow transparent might resolve the problem.

Qt draws these boxes, not Plasma. it looks like yet another problem with argb visuals and the nasty little pretend shadow that is used there. you can see this problem in any WhatsThis window in any dialog opened from plasma.
