Currently, the metadata for bugs (Summary, Keywords, Status, Reporter, etc) and divided into two places on the page: some before the comments, and some after. This is confusing for two reasons:
1) The reader does not know where to look for specific information
2) The user expects activities (Add Comment, Add Attachment, Change Resolution, etc.) to be directly at the end of the comments, as one would be replying to the comments, not replying to the metadata.

I propose that all the metadata be at the top of the bug page.

Of especial importance is the Reporter information. This should be at the top, not the bottom, so that one can follow the conversation in the comments.

Should be fixed with latest updates. Note: in your user preferences you can decide if the comments should be on top of bug pages or on bottom.
Anyway, metadata is in one place now.
