KDE seems to depend on JasPer for JPEG2000 support, but JasPer's license is non-Free.

OpenJPEG appears to be a Free JPEG2000 library: http://www.openjpeg.org/

JasPer's license changed with version 1.701.0, so this is no longer an issue.
