When reading a PDF document in okular and scrolling by pressing the spacebar or PageDown, the document is scrolled the full height of the viewing area. Normally, PDF viewers don't scroll that much but instead leave some lines of text in between, so you can finish reading the last line displayed. The consequence of okular's behavior is that if the last line of text was cut in half by the bottom window border, you can't really read it either before or after scrolling. 

I have tested that this happens with both PS and PDF documents (probably with other types too).
