In KDE 3, KMail / Kontact does not start until you enter the KWallet password. In KDE 4, it starts anyway and thus asks you for the IMAP password even though it's stored in KWallet.

Initially that it should wait for the password, same as KDE 3. The current behaviour with notifications is way better, though.

But that notification does not always appear. I have no idea what triggers this.

Maybe I should close this one and file one for the not-always-appearing notification..

Yes. Look out for duplicates. For me the kwallet-notification appears always in KDE 4.3
