I saw something like this a couple of years ago on OSX (via an add-on app).
They did it with normal windows, not with panels.

1) Each hidden panel should have a small label sticking out from the side of the screen the 
  panel is hidden into. It should be just few pixel thick so that the name of the panel could be read (it should be possible to give a name to a panel).

2) Probably the small labels should be seen by kwin as panels themselves so that when a 
   window is maximized, it won't cover them or go below them. Or maybe it should be possible to choose the behavior of windows. Since the labels should be quite thin, they could overlap a window without impairing the view much.

3) Different ways to trigger the hiding/unhiding of a panel: a) the usual by hovering
   b) un-hide by clicking on the label / hide by clicking on some hide button on the panel
   c) dbus hide/unhide interface (so that we can use it with khotkeys)

4) Would it possible to make konsole embeddable in a panel? That would make possible to do
   stuff like yakuake directly with plasma. With all the machinery above we could do "hovering-filemanaging" by embedding folver views in hiding panels, so why not do also with konsole.

I really like this idea because it'd also make it easy for me to properly (and that's the hard part) implement a tray-based scratchpad.

This feature request was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this feature request is already implemented in Plasma 5, or is no longer applicable.
