The New Device Notifier retains it's "close dialog when focus is lost" functionality even when it's on the desktop and not in the panel.

To reproduce:
-Add New Device Notifier to the desktop
-Click anywhere so that the notifier loses focus

What happens:
-The widget seems to disappear

What should happen:
Since it's on the desktop, it shouldn't disappear.
