Reproduction:
Insert an audio cd -> open dolphin -> go to audiocd:/ -> wav files and folder should be listed -> codec related folders are empty (at least for Ogg Vorbis and FLAC).

Installed libs:
/usr/lib/kde4/libaudiocd_encoder_flac.so                       
/usr/lib/kde4/libaudiocd_encoder_lame.so                       
/usr/lib/kde4/libaudiocd_encoder_vorbis.so                     
/usr/lib/kde4/libaudiocd_encoder_wav.so

The Vorbis settings tab is also present in the KCM.

Can you try with KDE 4.2 beta or higher? It should be fixed.
