I cannot start kcontrol in KDE 4. As I hear, kcontrol has been renamed, but I do not know how. I suggest here that you introduce a stub program kcontrol outputting "kcontrol is now named XXX". I have done this with my former application karm - call karm and you get a reminder how karm is now called.

It has been substituted by Systemsettigs... and it has been written a lot of time on the web, I'm not sure it is necessary to add a link to it named "kcontrol".

Most likely a WONTFIX. 
No, kcontrol wasn't renamed. Systemsettings is another application.

There is no current way to launch kcontrol, but it has features that enable the margins of the Desktop to be reset when they cause problems. There is no such possibility in System Settings. There has got to be a way to launch this program! It is silly to have a program (it is part of the kdeadmin package) and no way to launch it.
