Pressing Alt-F1 should always open the k-menu. It seems only to work with a fresh kde-config until you once change the k-menu to classic style. With the classic menu Alt-F1 doesn't work AND if you switch back to kickoff that doesn't work too anymore!
I talked to some people in #kde, seems to be distri-independent (tested with archlinux, ubuntu, kde4live-cd from opensuse)

there is no "the k menu", which is the issue. duplicate, in any case.
